Elia Engineering is an Israeli planning and consulting company specializing in transportation engineering and Geographic Information Systems (GIS). Founded in 1996 by Elia Ben Shabbat as a small provider of transportation simulations, the company has developed and expanded its activities over the last 30 years to include numerous fields of expertise.
Nowadays, Elia Engineering is a one-stop shop for everything related to transportation engineering, having completed some of the most significant and large-scale infrastructure projects in Israel.
Alongside the planning and engineering of transportation infrastructures, traffic patterns, and traffic-light projects, we focus on planning private and public transportation networks using the latest simulation technologies and, most recently, geographic information systems. Based on our company’s wide variety of successfully completed projects and the collective multidisciplinary expertise of our team, Elia Engineering brings a holistic perspective that benefits all our clients and projects.

Over the last couple of years, Elia Engineering has been developing a GIS database to analyze public transportation networks in Israel, incorporating big data from various transportation-related sources. Our in-house development team oversees the documentation and updating of this GIS database, called CityPulse. The CityPulse system constitutes an important asset for Elia Engineering, providing us with unique insights into the workings of complex transportation systems, insights that we then apply to the projects we undertake.
The company holds the ISO 9001: 2015 Certification Of Quality Management and is an authorized supplier for Israel’s Ministry of Defense.

Dr. Elia Ben Shabat

CEO

Dr. Elia Ben Shabbat, a Technion graduate with a PhD in Intelligent Transportation Systems (ITS), has accumulated 30 years of experience in the field of transportation engineering and traffic management. She was also among those who pioneered the use of simulation models to improve transportation design outcomes as well as the efficacy of the planning process. Since then, she has been on numerous steering committees, setting guidelines and planning principles that have been published by the Ministry of Transportation and other authorities.

Eng. Irit Takatz

VP Traffic and Traffic Light

Irit is a Technion graduate with more than 25 years of experience. As head of the Division of Traffic and Traffic Light Design at Elia Engineering, she is involved in developing Israel’s most important and cutting-edge projects. Her areas of expertise include designing traffic signal priority and preemption systems at intersections, as well as light-rail and Bus Rapid Transit (BRT) lines.

Eng. Shani Lambert

Head of the Division of Simulations and Models

Engineer Lambert is a Technion graduate with an MSc degree in Civil Engineering and has 20 years of experience in the field of transportation engineering. At Elia Engineering, Engineer Lambert is the lead developer of models and simulation tools for a wide range of applications, including transportation networks, transit signal preemption systems, parking facilities, railway operations, and pedestrian traffic patterns.

Rotem Grizmann

Head of Public Transportation Division

With a degree from Hebrew University and 13 years of experience in the field of private and public transportation engineering, Ms. Gritzman heads the transportation division and takes the lead in planning GIS-based projects at Elia Engineering. Her areas of expertise include designing data-oriented transportation solutions, personal and public transportation networks, integrated transport systems, and urban planning focused on mobility and sustainability.

Dr. Michal Leichter

Director of GIS and Data Science Development

Dr. Leichter, who holds a PhD in Geography and Environmental Studies , and has 20 years of experience in the field of Spatial Data Science, with particular expertise in open-source GIS. She has extensive experience developing spatial big data models in the contexts of 3D urban modeling, AI, and neural networks used in computer vision and spatial analysis . In the latter field, Dr. Leichter is proficient also in 3D digital image processing and transportation data and networks analysis.

Tal Fisher

Head of Traffic Signals Division

Mr. Fisher has an undergraduate degree in Industrial Engineering & Management from the Technion and 12 years of field experience in transportation engineering. He is an expert in designing traffic signal prioritization systems and is responsible for these projects at Elia Engineers. He also participates in formulating national guidelines for the design of traffic signal systems and for the effective use of instruments designated for this purpose.
